Compression is a trade-off between size and quality. Light keeps things sharp, Strong makes the smallest file. For the biggest savings, pages are re-rendered as images, which can make text non-selectable - tick "Keep text selectable" if you need to keep that.
The Light, Recommended and Strong levels shrink files by re-rendering each page as a compressed image, which removes the selectable text layer. If you need to keep selectable, searchable text, switch on "Keep text selectable" before compressing.
PDFs that are already optimized, or that are mostly plain text, have little to compress. The tool always returns the smallest result it can produce, and if it can't beat your original it keeps the original and tells you it is already optimized.

Use the Light level, or turn on "Keep text selectable". The keep-text option applies lossless optimization - it strips hidden metadata and repacks the file without re-rendering the pages, so quality and selectable text are preserved while the PDF still gets smaller.
